As former Pentagon intelligence chief Michael Flynn told Al Jazeera's Mehdi Hasan in a stunningly frank summer 2015 interview (significantly before Flynn was part of the Trump campaign), the White House's sponsoring of radical jihadists (that would emerge as ISIS and al-Nusra/HTS) against the Syrian government was most certainly "a willful decision."
