I think, if you actually make some content, blog, vlog, article on a certain topic, and then put a contest in it, you can do one every day without worry.
But, I am not quite sure what were you blacklisted for. Was it your "content" or bot use. In latter case, you just need to stay under the radar somehow. Have your posts lesser value per post so that they don't get into trending.
In the former case, my initial suggstion should fix the issue.

Seems to be several things. I'll get it worked out. I hadn't noticed that it took much less to get on trending than in the past. So I was using out of date numbers to do my upvotes. Which these days was too much. I would have happily changed that had some one told me to tone it done to only $100 instead of $180 fine. I'm cool with that. And the formatting while it did change some (topic, winner payout image) the rest was stale and reused too much. Again would have been happy to change but first notification I got was $160 dollars in downvotes. So based on the feedback I can make those changes (should I continue to post)

If it is the quality of content their problem was then I guess they win. You can improve on it. No sweat.
