First you deposit money to your account. Then use the money to vote on posts with the money. In payout, the money earned by the post is distributed to those who voted on the post. Those who vote earlier, get more in rewards. Those who vote after lose some of their crypto cash.
Hearing about this for the first time and it looks like a game of win and loss, quite risky or maybe i am mistaking.
