Paper. Ink and nib, lining marker. Scanner. Then digital screentones for the various areas. The background, is actually composed of many transparent layers of different dots.
I make my own screentones.
If you want to draw manga, I highly recommend a 4B pencil, B4 paper, and Copic stuff.
