Hm, after doing quite a lot of research, the explanation of the strange phenomenon of the random MAC addresses might be the idiotic corona tracking system introduced by these sh*t companies Apple and Google, see

Seems like this causes many cellphones to generate random MAC addresses, which probably show up as "unknown" and which return nothing when you enter these MAC addresses in a MAC address database in the Internet. I just did a test, in my quiet residential area I scanned for bluetooth addresses at around 2 p.m. (so in a time when people and their dumb smartphones are supposed to stay at home and not leave or come back from work), with a software called "BLE Scanner". I found ca. 10 unknown MAC addresses. At ca. 3 p.m., the number of unknown MAC addresses increased to ca. 40 unknown MAC addresses. So this would fit the pattern that the tracking apps randomize their MAC addresses every 15 - 20 minutes. So at the moment, it looks as if the explanation could be corona tracking and tracing apps. If I find out anything else, I will write it here.
