Yeah, the 2004 rule is what I was thinking about. The Hill article says that the majority leader and the minority leader can do so in an emergency.FWIW, I think that I saw a story a few days ago that said or rather than and but maybe it was mistaken. But that would come in handy in an emergency situation where for example the majority leader was dead or incapacitated.
