This is something that I've never seen before on a website - let alone on a gardening website...
A queue to access it. This is a website for seeds! And a big company too.
Not just a time limit for queuing to access the site but also a time limit for how long you can spend on the site...
This is bonkers!
It reminds me of the quote in the film, The Big Short, when Brad Pitt's pro-trader character says:
Seeds will be the new currency
This film {and quote) was off the back of the 2008 financial crisis. It is frightening how far we've come in just 12 years...or not.

I do think the 10 minutes aren't about time on site but time given to actually enter. So if your turn is indeed at at 17:14, you can enter the site until 17:24. After which you are sent back to the end of the queue if you didn't enter.
Okay, thanks for clarifying. Still, never seen this before and definitely not for a gardening site! Changing times...
No idea either why there would be that many people on a seeds site at the same time. But trying to guess what could be reasons for the queue/throttled access: shipping capacity with limited available employees is the main one which comes to mind.
And yes, times are changing. Everybody is sewing, gardening, and baking bread again. And I doubt it were instagram influencers who made that happen.
