Yes it's truly sad. Unfortunately it works to get the terrorists publicity and cause "terror" so that is why they keep doing it. You can't stop the news from reporting it but in some ways that helps to play into their hands too.
The only long term solution is to deal with the grievances and inequalities that bring support to terrorists so that they become more and more isolated. Unfortunately that is the most difficult thing to do.
It is easier for governments to just send off drones to bomb foreign countries - thereby creating a new generation of terrorists for the future so the cycle continues.
