I wouldn't call it DarkFi. Today the unregulated economy is called like this. Every community have some kind of regulation. There is no such thing as no regulation because every community tries to establish the set of values it gathers upon.
I do agree that there will be local regulations of governments like today vs community values which are global and less negative sanctions oriented. This will force the governments to cooperate and create global regulations.
