@focygray, First of all i want to say that you've gave your own example regarding the issue which you faced when you tried to watch the YouTube video.
And it's not the issue of one place or one country, many countries hold the issues of Internet Connections, so for sure we have to see the change because everyone should hold the same Privileges.
NOIA is sounding effective and let's hope that NOIA will going to bring the effectivity in the world of Internet and let's hope that we can see the Practical effects.
