Hmmm, have I seen them here in Mexico?? LOL We're hard pressed to find a regular ATM that doesn't charge an arm and a leg just to use it :) It's about $5+ at HSBC, which is the only one we've found, although now we use the Mexican one and it's dirt cheap.
