In order to support all the innovations that are going on in the blockchain industry, tezos decided to take on the concept of self-governing blockchain. Tezos' main argument is that a lot of of the blockchain become obsolete and the only way to "get back" in the innovation race is through hard forks which cause a lot of ambiguity and are convenient most of the cases.
