Because he’s against people incentivise others to flag. He sees the damn upvotes, but he can’t see that Marky is using his own stake to flag, which gives nothing back to the flagger if it weren’t for SFR.

Don't think he is the only one either, he was just the first one to open my eyes to how this actually works here.
We don't need self proclaimed blockchain police to "protect us", every day they rape more than they save. If they were really about "protecting the users" over pure profit they would target the larger abusers and not use copyrighted material themselves. If you want to see a real abuser check out @TheMarkyMark's steemd (you can't see it on steemit as explained further down), there is a profile that makes a few comments a second and upvotes them @$.05 too. Instead of flagging this person like they do to accounts like you or me they simply made it invisible on steemit and let this person(bot) continue doing what it does.
This is why I am anti-steemgestapo, they are nothing more than bullies turning a profit by pulling the wool over most users eyes. They are not blockchain nor steem friends as they would try to appear. At this point I wouldn't be surprised to find out one of the gestapo is the same running that bot I mentioned above.
