So if an account has 100, they can delegate 50 wherever they want.
But they can only delegate the other 50 to accounts they have the owner keys for. I am guessing the "curation" services won't give out their owner keys, so the max they can delegate out is 50% of the stake. Then, if they want to earn on 50% of their stake, they have to curate themselves/ follow a vote etc.
