I like your idea and want to stamp out comment spam as much as possible. It gets worse the bigger you get here. I think for your first point, that steemcleaners already does something similar. I know they have a "comment spam" category.
When I get spammy comments on my posts, I send out this list of tips I wrote for new steemers a while ago. Even if the comment is from a bot, there is a person behind it.
I get a pretty good response of people who tell me they were not sure what to do so that's why they were leaving comment spam. On the other hand - some people will never learn and need to be stamped out :)
