no I think it's just all the whales downvoting the vids which cancel out the rewards that would otherwise be there. Try commenting and upvoting on posts and comments that aren't being cancelled out by all the downvotes and you will get rewarded. I think half of the rewards a post gets go to the creator and the other half go to upvoters and the higher your hp then the more of that half of the reward you get. That's just based on what I read recently
