We are not sure if they are building a decentralized chat system. We will connect with the openseed team to know more.

As per their docs, there is no mention of decentralized chat system implementation. They have only mentioned that there will be a chat system that will be open for everyone to join and other applications can make use of the same system.
Anyway, we will discuss with their team in sometime. Thanks for your help.
