I'm not sure about it, but I do know some common sense is required. For example, California again, has grand plans to shift their energy consumption to 100% renewables. It's a great plan. The problem is that they don't have the infrastructure. Yet, they legislate assuming they'll have everything in place in 10 years. That's insane. Also, renewable energy will never compete with conventional power if they don't have the battery storage capability. Still, it's like they can't see past the bubble where they live.
