No one person is responsible or in charge of steemit. We have to take care of these problems ourselves. Some of us have created groups like @steemcleaners & @spaminator to tackle issues.

In fact Ned is pretty much in charge of Steemit Incorporated.
STEEM however, is a different story.

I should have worded that differently.

Ned seems to support and sometimes delegate to accounts that combat abuse but they aren't going to intervene directly on the steemit.com side. The delegation which is on the steem side would take a fork to stop.

It's up to the community to take care of the issues. Either by proposing changes on github and coding or on the front end as I do.
