Vest are only earned when someone is voting other than the earned interest on powered up steem correct? So along with showing an almost 50% drop in users, does not the drop in vest indicate a drop in the number of votes being given out?

Yeah, vests in this analysis are the rewards from vested sp votes.
The reduction in vests is partly down to the 75/25 50/50, but as we are looking at %'s here then that's not an issue in the numbers above.
I forgot about the reduction in the author % from 75 to 50 and then a further reduction of 10% for the SPS system, so the lower rates make more sense to me now. Dec verse Dec at the end of the year, assuming no more percentage changes.
