You dont get anything with resteeming. You get curation reward only when you upvote posts after 30 minutes, but the reward depends on your upvote value. If your upvote value is 0$ you wont get much in return.
Steemcleaners and Steemflaggers are working hard with many users to limit spam, but wont be permanent at the moment. New spammers can sign in at any time and you cant control all of them.
