New accounts use tokens. These tokens are claimed and stored. When someone creates an account they use a previously claimed token to create the account.
The transaction you are looking at just tells us that @tipu is the account that expended an already claimed token to create @rexmc. It also shows the public keys for that account. You should have the private keys or a master password to retrieve those keys.
