Not only purebred dogs need grooming, but ordinary, as we say yard. Especially long-haired animals suffer in the heat. In addition, the hair may stick together and the dog just looks awful. In spite of this why do you think the owner will not fix him.
The one time I tried to mow the dog, clipped her bangs to shorten the hair on the legs, but it looked just awful. In the end, we went to this dog groomer, that's when I realized how to look my dog always. Of course, it's not cheap, but every 2-3 months you can raise money for a haircut to make your pet look nice.
