What should the Dolphin Council prioritise?

The @dolphincouncil was recently founded to bring together Steem Dolphins and other large stake holders to achieve mutually beneficial objectives by working collaboratively.
We would like to hear from Dolphin Council members as well as the wider community on what you think we should focus on.
We have collated a number of suggestions that were put forward in our discord group. You can vote on multiple ideas and this will help decide where the Dolphin Council allocates its resources and energies.
- Selecting witnesses that are aligned with the Dolphin Council's goals and to promote rotation in the top 20
- Rewarding users and projects with recognition and upvotes (voting trail)
- Fighting abuse by countering abusive flags and collectively flagging abusers (flag trail)
- Forming a real world foundation and submitting a proposal to the Steem Alliance
- Coordinate promotion of Steem and the Steem Blockchain by working with others such as SOS
- Increase the price of Steem via collective purchases via use of a fiat fund
- Create a Dolphin boot camp to push Minnows to Dolphins
- Create a Protection and Solidarity Pact for Dolphin Council members to join, a flag on a member would be countered with votes and retaliation taken where needed
- Raise funds via Dolphin Council posts that all members vote on
- Create a Dolphin Council welcoming committee that helps new users via votes and guidance
- The Dolphin Council publishes authoritative information on governance to guide discussion and form consensus
- Create a non-profit vote bot for promotion to out compete vote bot abusers
- Monetise the Dolphin Council membership via an SMT with a minimum buy back price in Steem

I think we need to be big enough to make a difference. Even on this post some comments have been flagged and hidden due to down votes. This council needs to make a difference and lead the way.
They are all very important. It´s hard for me to choose...But selecting pure and helfull witness is strategic important.
And as we are in this matter...
@aggroed has done a fantastic job, great man, and (36) seems to wanna take him out. So i already leave here a opinion of one of the witness we should vote. I will later give more sugestion of witness after reuniting with the crew ;) I feel true union will come out of this. Positive.

Looks great @emrebeyler, how are the developments going? A poll where only those on a list can vote would be very useful for the @dolphincouncil and other communities. It would help keep more discussions on the chain

I think instead of forming newer and newer working gropus and communities, the Steem reward system should be changed to incentivize better content and readability. To make self-voting and bots, circle voting obsolate.

But I only agree with one half of it. Countering down votes on day six or seven would be a much much more effective way to fight abusive flags. Flagging the abuser has no real effect on them, they just keep doing it. so waiting till just before payout to counter a flag, means that the flagger had no real effect and only wasted an opportunity to increase their stake. In addition by waiting to counter flags you would be rewarding those that voted and tried to help the account holder after being flagged.

As much as I like the idea of a flag trail against abuse and a pact to protect members, I am a bit reluctant to vote for it. I know, "If you want peace, prepare for war", but history shows enough examples, where that also backfired. Not against those two points per se, but I would want to see the right standards and tools in place, so things don't get out of control.

I voted for clauses 1, 3, 8 & 9.
1: Using our collective SP incentives witness to focus on what we find to be most helpful to the ecosystem. In a way, we might be able to provide economic certainty, if the witness continues to do what got him our vote in the first place. And that's a big leverage for our influence.
3: As time passes, abusers steadily increase their holdings, in absolute terms, but possibly in relative as well. We need to ensure the good guys have significantly more SP than the abusers, otherwise they can complete wreck the blockchain, and there won't be anything we can do about it.
If we can nullify their rewards, they'll eventually power-down, and the portion of author rewards that will go to actual content creators will increase.
One of Steem unique advantages, is its (currently limited) proof-of-brain as a distribution mechanism for new coins.
So the less abusers there are, the more fairly new coins are awarded to users. Which increases the quality of the platform overall.
8: if someone is donating their precious voting power to fight abuse, we should step up and protect their author rewards, if the abuser decides retaliate.
Think about, simply knowing that there's over a million SP that will negate flags will demotivate abusers to use them as a protection tool.
Heck, we might be able to get haejin of the platform, if enough dolphins join us.
9: Similarly to the first clause, if we control a fund with significant SP, we can motivate non members to do things we believe are important for Steem's success. Whether it be via upvotes, or rewarding with actual STEEM/SBD from the fund's rewards, we can cause serious change if we control enough resources.
