Voted for Yes.
My phone has a feature that it will fully close active apps (same way as restarting.)
Some apps will still restart after the force-close if they have the permissions to do so (but in that case they would do the same after a restart, too).
In spite of this, I still find that my phone freezes less frequently if I do a full restart semi-regularly.
