We shouldn't implement this right now. The ratio could perhaps be tweaked in the future. While content and curation are both valuable, content creation is the more valuable action, and due to the effort involved is more sensitive to any change in the incentive. Offered as someone who curates and creates.

For Steem to take off people need to have a reason to come here and upvote beyond the .005 SP involved — that reason will be content, largely. Today millions of people (myself included probably) will mash the like button Facebook and retweet tweets.They aren't getting tokens. But they are offering their attention.

One thing that I think would encourage better content and attract more authors is a longer (ideally indefinite) earnings window. The reason for this is that authors get paid over the long term for the full appreciation of their work.

If great content takes 3 weeks (or 3 years) to be discovered, it's still great content. Votes could attenuate so that a vote in the second week has half the impact on the reward pool as one in the first week, however being among the first few curators to up vote something still confers a proportionally larger share of curation rewards distributed.

This would be good for curators too — creating an opportunity to hunt for overlooked gems with the potential to trend late.
