Every unit now consumes some kind of a virtual supply. The supply consumption is different for each unit and can be seen at the "Boot camp" page.
The "population" is the total of number of units multiply by respective supply consumption. It is currently 13 million and the game developers want to incentivize players to reduce that consumption. It's probably to make the game more sustainable
