Much much more open free market, government "hands off" practices, with levels introduced to the public with varied regulations. If there are legitimate notifications to participants in say, a health care system that has tiers of government/FDA oversight, making each tier more costly but more highly regulated, the market can actually decide which works for EACH INDIVIDUAL SITUATION AT THEIR OWN PERSONAL INTEREST.
