I am not sure why so many people have said this in the past (who I assumed where right as they were big names) and I was dumb to just keep repeating it.
It is clear dust is cleared before assigning curation and beneficiaries.
I see @fraenk already provided the correct answer. As a Dust sweeper I would be toast if I got that wrong. 😉
