Programs that will develop teachers efficiency is required in order for them to be competitive in this industry. If teachers teaching turns out to be a routine that keeps on going and going with the same nature and topics over time for the rest of its existence as teacher, we could not expect good learning.

Yes, almost every industry has continuous education requirements or annual training that must be completed to remain current in a position. I feel teaching should be one of those professions where a regular test and evaluation should be conducted. Any teacher that does not pass muster should be placed in a probationary status and receive remedial training and leadership.
