The engagement league is about that: engaging with people on STEEM. So, comments on posts, and replies to comments. The more comments and replies made, the greater your chances of finishing in the Top 100 (which the top list shows).
The curation league is about curation earnings based on your SP. So, the people on that list are good at timing their upvotes on posts where they can get the best return for their upvotes. I think I've made it on that list maybe twice. :)
Everyone who wants to participate ends up in both leagues. There are no requirements to participate. You just have to say you'd like to join. :)
