@tipwaree - I understand that new forest area that planning by Chinese Government is located on deforest area but not in the city. As in the city area is required by law of Green Area for landscape.
Moreover the heavy polluted city like Hebei, which surrounds the capital Beijing, has also pledged to raise total forest coverage to 35 percent by the end of 2020.
