PENGBY NGOR

HEAD

Pengby is from Kampong Thom Province in central Cambodia. He is passionate about using his skills to help the greatest number of people.

Pengby has worked in database management and mapping in Cambodia since graduation; he has consulted extensively for the Mekong River Commission, the Fisheries Administration of the Ministry of Agriculture, Forestry and Fisheries of Cambodia, the Malaria Consortium, and the World Health Organization. During his career, he was Team leader for developing MOD Chat, an integrated chat, voice and messaging app, with full local Khmer interface for the Cambodian Department of Telecommunications, Ministry of National Defense, and worked to develop and introduce mHealth App to health centers and village malaria workers as part of malaria eradication efforts in Cambodia. From 2018, Pengby has been president of PJN Co.Ltd., a local software development firm.

He earned his Bachelor's degree in Information Technology from the Build Bright University, Cambodia in 2006. In 2014, he returned to school, pursuing a Postgraduate fellowship in Mathematical Modelling from the Mahidol Oxford Tropical Medicine Research Unit. He is currently Data Manager & GIS Specialist in the Epidemiology and Mathematical and Economic Modelling Departments.

He expects to receive his PhD in mathematical modelling and epidemiological analysis for malaria elimination in Cambodia in 2019.

KAKADA CHHEANG

OPERATIONS

Kakada is passionate to share and learn how technology impacts society, especially in response to disease and disaster. His involvement in a range of projects is notable: he has been a tech facilitator for the regional health hackathon event, Epihack, held in Cambodia in 2013, Laos in 2015, and Vietnam 2017; he participated in the TechCamp public diplomacy program hosted in the Bureau of International Information Programs at the U.S. Department of State as a trainer in Cambodia 2015, and Jarkata 2017; he has has been working on a variety of projects related to the deployment of Verboice, an Open Source Interactive Voice Response platform, to the Ministry of Health and NGOs; and, he was a core organizer for Techstars’ Startup Weekend, education edition 2017.

Kakada joined InSTEDD Innovation Lab Southeast Asia as a Software Developer in 2009 and is currently their technical project manager and provides ongoing support to iLab SEA’s clients and partners. Kakada has experience in software development, systems design, coding, testing, training facilitation, and technical support. Kakada also volunteers at ShareVisionTeam, a Cambodian IT community, and is an active volunteer and speaker in the Cambodian tech community.

He received his B.S. in Computer Science and Software Engineering from the Royal University of Phnom Penh in 2006.

PUMEOUNG CHANG

OPERATIONS

Pumeoung is an accomplished developer with extensive experience collaborating on cross-border projects. He worked as Assistant Researcher of Android Development at KOSIGN (Cambodia) Investment, responsible for mobile application projects outsourced from Korea. He has also worked as an Android Developer at Cresittel. And, since 2017, he has been a Senior Android Engineer at OKOONE.

While still in university, Pumeoung worked and studied at the India Cambodia Center of Excellence & Talent Development, and studied at the Korea Software HRD Center.

As an IT freelancer, Pumeoung developed a number of high-trust projects including a Contract & Case Management desktop application for a private law company; Senate News, an android application for the Senate of Cambodia; CNM, an android application for the National Center for Parasitology Entomology and Malaria Control; and, MOD Chat, an android app for the Cambodian Department of Telecommunications, Ministry of National Defense.

Pumeoung earned his B.S. in Computer Science from Khemarak University in 2014 and a B.A. in Banking and Finance from the Royal University of Law and Economics in 2015. He also received a Diploma of Intensive English for Academic Purpose from Paññasastra University of Cambodia's Institute of Foreign Languages in 2013.
