The fate of these tokens is uncertain.
Having a Mint-function on the token contract would have introduced some uncertainty and undesired complexity. Boba token Contract doesn't have this option but instead excess tokens are kept locked.
The token supply figures should not always be decided absolutely from the getgo. Well, Bitcoin sorta has the 21 million Max decided, but that can be changed though it shouldn't ever go to that !
One can often see questions of why Ethereum doesn't have a max cap on supply. The answer is obvious; because it's constantly under vigorous development/reinvention.
Not even Vitalik Buterin after huffing the sulphuric, inducing fumes at the Temple of Apollo in Crypto-Delfoi could have seen all the particularities for implementations and entailments to his Vision of Ethereum. :)
So to cap the supply in an early state could have caused harm in an unforeseen later stage when a positive implemention would have been desired, but wouldn't have been possible because of a decision made several years ago or might have necessitated a controversial fork.

The Beauty of a Liquidity Pool is that as long as it exists , the token always has value in relation to Ether in this case. With a basic buy order/ sell order orderbook model, the orders can always be pulled which can make tokens basically worthless/illiquid. This has been seen numerous times in smaller coins especially.
