it's more about not voting on just the same people ( your friends for example ) than the number of votes. There is an application that measures that. At your SP level it doesn't make sense to cast a lot of votes and I'm not saying you should. Still the issue was about rewarding top earners

All of our stats are pretty visible for anyone who cares to look. Esteem does a fabulous job of rewarding everyone!
