While external supervision is supervision carried out by supervisory unit which is outside the unit of institution or organization supervised.
Preventive controll adalah pengendalian yang dilakukan sebelum kegiatan dilakukan untuk menghindari terjadinya penyimpangan-penyimpangan dalam pelaksanaannya.
Preventive controll ini dilakukan dengan cara :
- Menentukan proses pelaksanaan pekerjaan
- Membuat peraturan dan pedoman pelaksanaan pekerjaan
- Menjelaskan dan atau mendmonstrasikan cara pelaksanaan pekerjaan itu
- Mengorganisasi segala macam kegiatan
- Menentukan jabatan, job description, authority, dan responsibility bagi setiap individu karyawan
- Menetapkan sistem koordinasi pelaporan dan pemeriksaan
Menetapkan sanksi-sanksi bagi karyawan yang membuat kesalahan.
Pengawasan adalah suatu usaha sistematis menetapkan standar-standar dengan tujuan perencanaan, merancang bangun sistem, umpan balik informasi, membandingkan kinerja sebenarnya dengan standar-standar yang telah ditentukan terlebih dahulu. Dengan menentukan apakah ada penyimpangan dan mengukur kemudaratannya, serta mengambil tindakan yang diperlukan yang menjamin pemanfaatan penuh sumber daya yang digunakan secara efisien dan efektif dalam rangka pencapaian tujuan organisasi.
Begitu halnya yang menjadi tanggung jawab dalam pengawasan pemilu yang dilakukan oleh petugas Pengawas Gampong untuk memastikan tiap tahapan pemilu berjalan dengan baik.
