I'm curious about the legality of gambling on the blockchain. Do they need to satisfy any regulations to set this up and make accessible to everyone?

Normally they should. But most of them don't care about it! Some do have official gambling licenses but most are operating in a grey zone!
As long as cryptocurrency isn't an official currency they will get away with it, I think!
