Ether price is going down while difficulty going up

Ether price went down from ~1,450$ to ~450$ since Jan
During the same period, the difficulty to mine a block went up from less than 2,000 TH to ~3,350
The price decreased by 69% from its all time high, while the difficulty increased by 68%
What does this indicate?
Does it mean that Miners have a strong believe that Ether price will revive and rally to break its all time high records?
Or it could mean that Miners has already paid for the hardware 3 months earlier, and once they receive it, they are stuck with it, so they just decide to mine with it?
