Humans don't have deep-time thinking wired into their mental processes. Heck, some of them have a hard time thinking ahead to the next election.
Well four years is kind of a long time (I have tried and failed on numerous occasions to make even really vague and loose five year plans). The ones that spin me out are the ones that apparently can't remember the last election.
