The day of 9/11 saw officials in NYC telling people that the air was totally safe to breath and no masks necessary. Don't think that governments care what you breath. Many of them have stated, on record, that they want you dead.
In many countries, the rules are dictated by those who are exempt from them. And if they are not excepted they create other rules to fix it.
