Because people who vote for my post are not "whales" ;) rep is under 65 they don't have enough steempower to bring reward. When people make post they get Steem you can power it UP into Steempower and after when you vote you give more payout to the post AND to YOU by voting. it's a complex system hard to understand but try to get more Steempower first by 100% payout in steempower then powert it down if you want to trade your steem.
Here this post is 50%/50% payout steemppower and sbd because I need minimum reward for people playing game
