Is the game Petscop a true unfinished game?

Now petscop is usually a unfinished game that have been found by the guy I'm just going to call "Paul" because that's what's his save file is in the game. The game is just like pokemon because the player are going to catch pets but the player wont let them battle instead the player catches the pets by solving puzzle.

But the game isn't ordinary they say it comes with a note that says " I WALKED DOWNSTAIRS AND WHEN I GOT TO THE BOTTOM, INSTEAD OF PROCEEDING, I TURNED THE RIGHT AND BECAME A SHADOW MONSTER MAN

When Paul started to do whats in the note it unlock some kind of place without the white colorful pink world and suddenly end up in the "underworld" or the new layer of the world in the game and here it started the mysteries with the dead children's grave and disfigured children's. Paul even have to censored some part of the game for unknown reasons and a hunted curse game acting on its own.

Is the game Petscop really a game or just a fake game with a fake lets play purposely created with glitch and a hidden dark secret just to unravel a murder or its just another weird game?

Matpat on the Game Theories says its a way of telling a murder or exposing a murderer of a young child named Candace Newmaker.
