The game released in September was free to play with only in-game purchases which were not completely necessary. The game introduced update from time to time. These updates included skins and guns.

Actually the game was never free. The game attracted gamers and told them to play for free while advertising new skins which made the players spend their money on skins and dance moves.

The game was so successful that it topped pubg. PUBG is not free to play so more and more people started playing fortnite.
