I have witnessed weather manipulation on Kauai. There was a storm front blowing in from the north -- the surfers were talking about it. Then I saw a black plane with swept-back wings fly in a serpentine pattern in the direction of the approaching storm front, leaving chem-trails that lasted for about an hour before dissipating into a haze. Within a couple hours the storm front dissolved; which sucked for the surfers because they were expecting some nice swells.
I only ask that they make there operations public.
