What causes these rocks to buckle?

I live in an area that was carved up by the glaciers many years ago. We have a lot of exposed shale, both is gorges and on hillsides. While taking a nature walk I came across this particular sight where the rocks have buckled. I have never seen anything like this before. Have you?

I was wondering if you might know what causes this to happen?

I assume that it is from pressure at each end of the shelf, but I'm no geologist. Maybe you are witnessing the start of a mountain.

We should name it and climb it just in case.

Well, my own pretty uneducated guess would be that it was due to changes in the aquifer some ages past that caused hyrdostastic pressure which perhaps along with other forces caused the folding we see.
