A lot of pool-cleaning companies use sodium chloriTe. Perhaps there's one near you that has it in stock?
It's a very common substance with a lot of industrial uses, so it shouldn't be too hard to find.
Once you acquire it, you convert it to chlorine dioxide by mixing it with an acid (eg. vinegar, lemon juice).
