It getting passed is determined by the amount of HP of stakeholders who vote for it.
Interesting concept because those who have the most to gain or lose have the biggest impact in if things get funded.
It seems like VIP diplomacy, so those who have more HP can control which way to move the balance? If it is convenient for them🙃
Well HP is not free so it makes sense imo.
It seems pretty simple but can be quite a bit complicated in practice. It really just depends on the proposal in question I guess 🤷♂️
