Haha, I get it now, it's basically a cryptocurrency scam. Wow, apparently it could have legal consequences depending on where it happens.
I think scamming people is a bad idea. Even if someone thinks it's legal if they think they won't get in trouble.
But yea he was joking. Most meme tokens are going to be scams. There is a way to make a meme token that is not a scam but it would undoubtedly just be for fun so most people will not spend the time to do it because there is not profit motive.
