Heh... thanks for the appreciation and thanks for the question, too!

The "delegation prizes are exclusive to winners with low stake and good voting manners" clause was put in place to make sure the delegations go to users for whom it makes a difference and who will actually use it well.

Primarily this "manners" thing was put in place to prevent excessive self-voters from winning a delegation which they would use to profit only themselves. There have been some very rare occasions where that was applicable years ago.

But I also reserve the right to disqualify an account from winning the delegation if they don't use their voting power at all, this has happened a few times where otherwise inactive users posted some googlies, those delegation would be wasted in their wallets and I'd rather assign the SP to the remaining winners with "good voting manners".

ah! sorry, now i got it; the overall (self)voting policy of the possible winner was meant. I just applied what I have read directly to the contest judgement, and was not sure how I should understand that. ok now, thanks for clarifying that.
