I follow you - you only skip the first step where HBD is created at a disadvantage.
I guess my main concern is why stabilizer cannot hold some hive when peg is fine (to build up a cushion) and instead it ships it to DAO only to wait extra 3.5 days before it can start acting whenever needed.
